The Superintendent's office was housed at Jerome for eight months during Central Campus renovations. Celebrating #ThrowbackThursday, Saginaw ISD shines a light on one of our region’s most influential historical leaders in education.
Ottilia M. Frisch was a pioneering figure in rural education, serving as Saginaw County’s 8th School Commissioner before Intermediate School Districts (ISDs) were established in Michigan in 1962. Born in 1892 in Frankentrost, Michigan, Frisch faced numerous challenges due to limited access to schooling and transportation. She worked as a babysitter to fund her education, graduating from Saginaw County Normal School in 1912. After years of dedication and further studies, Frisch began teaching in Buena Vista and became assistant county school commissioner in 1917. She assumed the role of county school commissioner in 1921, dedicating over three decades to strengthening the rural education system. Her work laid the foundation for what would eventually evolve into the Saginaw Intermediate School District.
Under her leadership, Frisch championed consolidating smaller schools, introducing agricultural courses, and implementing art, music, and nature studies programs. She also spearheaded initiatives like creating a county health unit and bringing programs for children with disabilities into schools. Her involvement extended beyond education, with contributions to the Michigan Children’s Society and the Michigan Congress of Parent-Teacher Associations. Frisch’s impact on Saginaw County’s educational landscape was profound, earning her numerous honorary degrees and community recognitions.
Frisch retired in 1952 and is remembered as a tireless advocate for rural education and children’s well-being. Her legacy, rooted in service and innovation, continues to inspire. Frisch passed away in 1990 at the age of 98, but her contributions remain integral to Saginaw ISD’s mission. #SaginawISD
